In CVS/snapshots you can arrange this by opening the Notes item and
clicking the "push-pin" icon. This presents a little dialog in which you can
choose to make the Notes pop up when the session file is opened. The
user is able to turn this off via the push-pin icon in his/her copy of the
session file.
