Indeed, it's the ISO 8601 fallback that I mentioned.
But maybe we can get the right locale to show up... There's now
another 64-bit Windows snapshot in place. I'm not sure this'll work,
and it might even break other aspects of localization, so please
test so I can revert the most recent change if need be.
