This seems to have solved the (first) problem -- which would imply that this
package was missing from your list?
$ wget -N http://ricardo.ecn.wfu.edu/pub/gretl/winbuild/pkglist.txt
$ grep libxslt pkglist.txt
libxslt
mingw-w64-x86_64-libxslt
So apparently not. But the first of these two packages may be
redundant.
