It might be quite possible to get gretl installed even if the
security requirements of Apple are not met (in full). R for the
Mac also seems to run into problems on macOS Catalina. But there
appear to be ways pf getting around the "silliness".

There may be a commandline method of getting around the problems.
Or even just Ctrl-click a .pkg installer file.
The R people are working on trying to get R-4.0.0 to install
without warnings or objections.
The best thing to do currently is wait and see what happens and
what the R people can come up with.
