We're trying to shift to a more systematic record of feature

That way, this won't get forgotten.
But while we're at it, it would be helpful if you could give the
algorithm for this filter, or a publicly-available citation that
gives the algorithm. So far as I can see on a quick search, it
seems to be a bit arcane, defined only in a 1981 book by Velleman
and Hoaglin.
