Oleh is referring to the latest revision of the GUI function package
editor (in git), which has apparatus to select one or two tags for
the package (and which insists that at least one is selected).
No, you don't have to revise older packages right away, to include
tags. In the meantime Sven has assigned tags to the pre-existing
packages.
2) What is supposed to be uploaded under
C88: Other Computer Software tag?
These are "JEL" codes of the American Economic Association. You
might take a look at

Under C88 we find:
"Guideline: Covers computer software, other than econometric
software, that has uses applicable to economic analysis."
