Today I've tried a somewhat different attempt, invoking your (Allin's)
automated setup.sh. (I think I followed a more manual approach the last time,
or perhaps you amended the setup.sh file, don't know.) This installed a whole
new Tex distribution, as mentioned/announced in the "Building... on Windows"
doc.
However, configuring via the conf.sh mentioned in section 3.6, I got the
message that documentation couldn't be built because xslt and/or pdflatex was
missing.
Oof, there was a typo in the TeX installation script, texinst.sh. That
would account for the failure. You should be able to download the
revised texinst.sh from
http://ricardo.ecn.wfu.edu/pub/gretl/winbuild/
and run it with
bash texinst.sh /c/w32tex
Not sure how the typo crept in; I did test the script at one point!
