Confirmed -- Reader DC works great. FWIW, PDF Architect 4 has the
same behavior as Sumatra (opens the manual but not to the correct
chapter).
With the latest snapshot it works fine here with SumatraPDF on Windows 7
(both first opening and then updating the view/ changing the chapter
from the builtin docs).
