Yes, this looks like a bug, exactly like you describe it.
As a workaround you can set the "graph name" attribute of the series to
"PNB\_SPAIN", and then it will show up as "PNB_SPAIN" in the
Latex/Pdf
output. (But in the gnuplot graph it will be verbatim "PNB\_SPAIN", so
it's not a full solution.) Or maybe you can just say "PNB SPAIN" for
that attribute there, without any special character.
