I think we could call it a bug. Some elements in the user's
~/.gretl2rc file are relevant for command-line use, and are picked up
when gretlcli starts. We just overlooked the "lcnumeric" variable,
which governs whether or not the decimal dot is used regardless of
locale. That's now fixed in CVS.
