There is something that can be done, but I need to refer back to my 
notes for details; I'll post again tomorrow.
Anyway, I've seen exactly what you describe, since I have a Lenovo 
Yoga with smallish screen and 1920x1080 resolution. The nasty look 
of gretl (and also a bunch of older Windows programs) is because 
Windows is running in a mode that can be described as "Fake a lower 
resolution since your laptop is designed for watching movies rather 
than actually computing" -- and GTK is not prepared to cooperate 
with that mode.
The options are basically: (a) choose a lower resolution for the 
display (if there's one available with a suitable aspect ratio), or 
(b) keep the high-res setting but disable the Windows lower-res 
fakery. I've chosen (b): everything is nice and sharp, but somewhat 
smaller than one might wish. So long as my eyesight is OK, this 
works for me ;-)
