The behavior of opening the sample script in response to "Execute" when a package requires data that are not in place is relatively new; we used to present the message you mention. Perhaps we should present a dialog that contains that message but offers the option of opening the sample script?

As for packages that don't have a data requirement -- or whose data requirement is met -- "Execute" does open the package's execution interface, not the sample script.

It just happened to me again, and I had to look up this thread to remember the solution (no dataset in place) why the package seemingly "didn't work". So even though my own memory is to blame, yes I find this very confusing.
