I think (but I'm not sure) that this is a bug.
IIRC it was decided that it's not a bug since gretl really expects only
ASCII chars in csv files. Considering that variable names cannot contain
non-ASCII characters anyway (in gretl as in most other programs) this
should not really be a restriction. (Of course in principle you might
want to have comments in your non-ASCII language in the comments in the
file, but well...)
