Hmm, that problem seems to be specific to the A4 version of the Guide using CMR fonts; in the US letter version with CMR fonts, and in both versions with Lucida fonts, Table 15.1 appears before the heading for section 15.3. This is just one of those rare occasions when TeX does something that doesn't look right.
