I think you should act in accordance to the spirit of free software.
What in my mind *has* been established is that packages contained in the
official gretl repository should not rely on third-party software, free or
proprietary, other than the programs gretl depends on structurally
(gnuplot and, to a lesser extent, latex).
If you think it useful to provide to the general public packages that
don't meet this requirement, you're free to set up your own web page to
distribute them. I wouldn't see anything wrong in that.
