Some my suggestions may be interesting for others:
I have experienced some cases when they were
implemented. Some may be not.
I do not know before.
If this one is not actual for sufficient number of
users - I should find a personal way around.
If I would insist it could be too selfish.
So, the question is closed for me.

I think you mean by "it", the absence of an option to produce
cumulative IRFs via the gretl built-in "var" command. If that is so,
then it is "temporary" (that is, such an option will be added in
future) if and only if there's a reasonably strong demand for that
option.
I may be missing something, but I think your query today is the
first I've heard of any demand for IRFs other than what we already
offer, so at this point I'm not sure if "it" is "temporary" or
not.
If you think this is an important omission, please file a feature
request on sourceforge.
