Ok, I've done it.
But while we're at it, it would be helpful if you could give the
algorithm for this filter, or a publicly-available citation that
gives the algorithm. So far as I can see on a quick search, it
seems to be a bit arcane, defined only in a 1981 book by Velleman
and Hoaglin.

I can't find the proper reference either, I know it's on my books but can't
find it anywhere. Well I'll be happy if we could just have some sort of
median smoothing.
