Now that I did, it works, but found another problem:

I was expecting that they would work for the main language pt.
This setting of variable LANGUAGE makes use a bit more tricky, because if I
want to force pt_BR on the GUI it does not work.
On Fedora 31 I can get both pt_PT and pt_BR to appear OK, either
using the command-line,
LANG=pt_PT.UTF-8 gretl
LANG=pt_BR.UTF-8 gretl
or by selection under /Tools/Preferences/General.
It's true, when pt_BR is selected the Command and Functions
help text does not appear in Portuguese, only with pt_PT. I don't
know if there's a way to specify a fallback.
I wonder, what does
localectl list-locales | grep pt
show on your system? Here I get:
pt_BR.UTF-8
pt_PT.UTF-8
