What is "ahead" here -- earlier or later? If later, then I think there should
be a way of allowing early submissions with early decisions, so that people

In principle, yeah. But then, nobody expects a very high rejection rate, I
suppose. Of course, in the unlikely event we're flooded by
top-quality submissions, that may become a problem...
(BTW, I have changed my mind about deadline extensions since last
time; they
are so common now that I don't think anymore it would carry a bad signal. So
we could factor in such an extension.)
... but as you say, there's always the possibility of deadline extensions.

Well, the usual. Decent CV, proficient with gretl; ideally we should have
at least one time-series guy, one micro guy, one macro guy... etc
