The regular rpms are OK if you just want to _run_ a program that
depends on the libraries in question. If in addition you want to
compile a program that links against those libraries, you need the
"dev" rpms. This is not always made clear to users!
By the way, did you know that LAPACK have a new version since
November? http://www.netlib.org/lapack/lapack-3.1.0.changes
