I don't think there's any objection to what you propose; feel free to pursue it. The Polish gretl contingent have had their own site for a long time. The English-language site (at least) will probably stay at sourceforge for the foreseeable future, because I think it makes sense to have the website and the code + download facilities on the same (virtual) server. But we can switch the Portuguese link at sourceforge to point to a new domain if you wish.
